- TVET CDACC has rolled out new rules for accessing and administering summative theory assessments to curb pre‑exposure of exam materials and strengthen security.
- Learners must arrive 30 minutes early, sign the Nominal Roll before materials are issued, and remain in the room until materials are distributed.
- Assessment centres must print attendance records in advance, ensure accurate documentation, and enforce compliance to safeguard confidentiality.
The TVET Curriculum Development, Assessment and Certification Council (TVET CDACC) has rolled out stricter rules for accessing and administering summative theory assessments across the country’s technical institutions.
The Council said the move targets the pre-exposure of assessment materials and aims to strengthen overall exam security.
In a circular addressed to national polytechnics, institutes of science and technology, technical training institutes, technical and vocational colleges, private colleges, vice chancellors of universities implementing the Competency Based Education and Training (CBET) framework, and managers of vocational training centres, TVET CDACC outlined five new requirements.
Candidates must now report to their designated assessment rooms and be seated at least 30 minutes before each session begins.
Every candidate must also sign the Nominal Roll upon arrival, before assessment materials are downloaded or distributed. Once signed, candidates must remain in the room until the materials have been issued.

For the second assessment session on July 28, 2026, assessment tools will only be available for download from 11:30 a.m. Assessment centres were required to print both the Nominal Roll and the Attendance Register before the assessment begins. The Nominal Roll must be signed before the session starts, while the Attendance Register is signed during the assessment itself.
Once a Supervisor has signed and retained the Nominal Roll, no additional candidates will be admitted into the assessment room. Latecomers will not be allowed to sit for that session, and the rule will apply to all future assessment sessions.
Supervisors and invigilators have been told to ensure attendance records accurately reflect the candidates who actually participated in each assessment.
TVET CDACC called on assessment centre managers, supervisors and invigilators to fully comply with the new procedures, saying the measures are meant to safeguard the confidentiality of assessment materials and uphold the credibility of its assessments.
