A teacher has commended the Teachers Service Commission (TSC) for introducing transparent promotion guidelines for the 2026/2027 financial year, saying the move will strengthen fairness and restore teachers’ confidence in the promotion process.
Peter Kipkurui Bett, a teacher at Longisa Boys’ High School, praised the Commission for publishing promotion guidelines complete with a clear marking scheme that allows teachers to understand how they will be assessed.
Bett, former KUPPET Bomet branch vice chairman, said he had spent the last five years advocating for a transparent and objective promotion system that is open, verifiable and free from manipulation.
“I wish to sincerely thank the Teachers Service Commission for producing and posting the Promotion Guidelines with a clear marking scheme,” he said.
Bett welcomes merit-based promotions
According to Bett, the publication of the guidelines marks a major milestone in ensuring merit-based promotions and eliminating uncertainty that has often surrounded the exercise.
He noted that making the marking criteria publicly available promotes accountability and gives every eligible teacher an equal opportunity to compete for promotion based on clearly defined standards.
The teacher expressed hope that the transparent process would help rebuild trust between educators and the Commission while motivating teachers to improve their professional performance.
TSC urged to maintain transparency
His remarks come as TSC continues implementing reforms aimed at streamlining teacher career progression, improving fairness in promotions and addressing concerns over career stagnation among thousands of teachers.

Bett urged the Commission to maintain the transparent approach in future promotion exercises, saying consistency would further enhance confidence in the education sector and reward deserving teachers based on merit.
