- Schools must secure prior approval from education authorities and meet strict safety, transport, health, and accountability requirements before learners participate in any educational trip
Educational visits, benchmarking tours, field studies, academic excursions, co-curricular competitions, cultural exchange programmes and other learning activities conducted outside the school environment are an integral part of the Competency-Based Education (CBE) curriculum. These experiences enable learners to reinforce classroom instruction through practical learning, develop critical thinking and problem-solving skills, appreciate diverse cultures, strengthen teamwork, and interact with real-world environments.
However, before any learner boards a school bus, every institution must comply with stringent safety and administrative requirements designed to protect learners, teachers and the public. The approval process is not merely a procedural requirement but a critical safeguard that ensures every educational trip is properly planned, legally compliant and conducted under the highest standards of safety and accountability. Schools are therefore required to obtain prior approval from the relevant education authorities before undertaking any educational visit.
Application requirements
Every school intending to undertake an educational visit shall submit a duly completed School Visit Application Form. The application must be signed by the Head of Institution and officially stamped by the registered owner of the vehicle to be used during the journey. The application should clearly indicate the destination, objectives of the visit, travel dates, expected return date, itinerary, mode of transport, number of learners, accompanying staff members and emergency contact details.
A comprehensive register of all learners participating in the visit shall accompany the application. The register should contain each learner’s full name, admission number, class, gender, age where applicable, parent or guardian contacts, and any medical conditions, allergies or special needs requiring attention during the trip. Maintaining an accurate register enhances accountability and facilitates emergency response should any unforeseen situation arise.
Schools should also submit the names, designations, telephone contacts and responsibilities of all teachers and support staff accompanying learners. Adequate supervision throughout the journey is essential to maintain discipline, ensure learner welfare and guarantee the achievement of the educational objectives of the visit.
Transport safety requirements
The institution must attach a copy of the driver’s valid driving licence corresponding to the category of vehicle being used. Schools are encouraged to engage experienced and competent drivers with an exemplary road safety record.
A copy of the vehicle’s valid insurance certificate or insurance sticker must also be provided to demonstrate that the vehicle is adequately insured throughout the travel period.
The application shall further include a copy of the vehicle’s current inspection certificate or inspection sticker confirming that the vehicle has been inspected and certified roadworthy by the relevant authorities.
In addition, a valid Speed Limiter (Governor) Certificate must be attached to confirm compliance with national road safety regulations governing vehicles transporting learners.
Schools should ensure that the vehicle is mechanically sound and fitted with functional seat belts for every passenger. It should also carry a fully equipped first-aid kit, serviceable fire extinguishers, warning triangles, spare tyres and other emergency equipment necessary to guarantee the safety of all occupants.
Health, safety and risk management
Before departure, schools should undertake a comprehensive risk assessment to identify possible hazards associated with the journey, destination and planned activities. Appropriate mitigation measures should then be put in place to minimise risks.
Parents or guardians must provide written consent allowing their children to participate in the educational visit. The consent should disclose any medical conditions, disabilities, allergies or dietary requirements that may require special attention during the excursion.
Learners should receive adequate briefing on expected conduct, road safety, emergency procedures, environmental conservation, personal security and the educational objectives of the visit. They should remain under the supervision of designated teachers throughout the journey and strictly comply with all instructions issued by school officials.
Schools should also maintain updated emergency contact information for every learner and establish communication channels with parents or guardians during the trip. Where necessary, arrangements should be made with nearby health facilities and emergency response agencies.
Responsibilities of the school
The Head of Institution bears overall responsibility for planning, coordinating, supervising and evaluating the educational visit. Schools should prepare a detailed travel programme indicating departure and arrival times, routes, destinations, accommodation arrangements where applicable, meal plans, learning activities, emergency contacts and contingency measures in case of unexpected incidents.
Upon completion of the visit, schools are encouraged to prepare a comprehensive report highlighting the objectives achieved, learning outcomes, challenges encountered, recommendations and accountability for resources utilised. Such reports provide valuable feedback for improving future educational visits.
Submission of documents
To facilitate adequate verification and timely approval, all the required documents must be submitted to the relevant education office at least two (2) weeks before the proposed date of travel. The application shall be presented in three (3) complete sets together with all supporting documents.
Failure to comply with these requirements, submission of incomplete documentation, provision of false information or failure to satisfy the stipulated safety standards may result in postponement or denial of approval for the proposed educational visit.
Strict adherence to these guidelines promotes learner safety, strengthens institutional accountability, enhances emergency preparedness and ensures that educational visits remain meaningful, secure and fully aligned with the objectives of Competency-Based Education while upholding the highest standards of child protection and road safety.
