HELB among key beneficiaries in 2026/27 Budget with KSh 56.3 billion allocation

University and Technical and Vocational Education and Training (TVET) students are set to benefit from a major funding boost after the government allocated KSh 56.3 billion to the Higher Education Loans Board (HELB) in the 2026/27 Budget.

Treasury Cabinet Secretary John Mbadi announced the allocation while presenting the FY 2026/27 Budget Statement in Parliament, describing student financing as a key pillar in expanding access to higher education and skills training across the country.

Mbadi stated that the allocation would support loans for both university and TVET students under the government’s student funding framework.

“Further investments in this sector include: KSh 56.3 billion to the Higher Education Loans Board for provision of loans to University and TVET students,” he said.

The funding comes at a time when demand for higher education financing continues to rise as more students enrol in universities and TVET institutions.

According to Treasury, the Student-Centred Funding Model has already supported nearly 500,000 university and TVET students through scholarships and loans based on need and merit.

The allocation is expected to ease financial barriers that have prevented thousands of learners from accessing higher education.

The government says the funding will complement additional allocations of KSh 30.9 billion for university scholarships and KSh 9.2 billion for TVET scholarships as part of broader investments in higher education.
