A University don has condemned the culture of sending students away from learning institutions over nonpayment of fees noting that it is unconstitutional.

Joseph Okal, who is the Deputy Vice Chancellor in charge of Administration, Finance and Planning at Uzima University in Kisumu County noted that no student should be sent away over nonpayment of school fees.

Quoting the Constitution of Kenya (2010), he said that all Kenyans should have access to free education up to the first degree.

The don who was speaking at the Kisumu Boys’ High school during an annual general meeting said the constitution is very clear on that and nobody should take away the student’s right to education

Many students stay home for long periods only to be told to pay fees in full. How do learning institutions account for the time they have been out of school,” he posed.

He urged the government to crack down on those who sent students away for fees and later ask for settlement of full fee amounts even for days they were out of learning institutions.

Okal however lauded the new University funding model noting that it follows the students wherever they are.

He proposed that the government should come up with a model where all funds such as the NG-CDF funds are placed under one vote in order to fund free education up to University level.

The don said all Kenyans should attain the first degree for free since that it the first benchmark for securing employment in the country today.

“The money is there; the only problem is how to spend it” he said.
