The Directorate of Criminal Investigations (DCI) will probe potential fraud cases uncovered in the School Data Verification Report released on Thursday, February 13, 2026, by Education Cabinet Secretary Julius Migos Ogamba.
The nationwide audit identified inflated enrolment data and unauthenticated learner records, prompting the Ministry to escalate the matter for further investigation.
“This report will be submitted to the Directorate of Criminal Investigations for further action,” Ogamba announced.
He confirmed that funding for all unverified learners has been suspended.
“We are suspending capitation for unverified learners to protect public funds,” he said.

The exercise, which began in September 2025, sought to safeguard billions of shillings allocated annually to public education.
“When public resources are involved, accountability is non-negotiable,” Ogamba declared.
He warned that deliberate falsification could carry serious consequences.
“Misrepresentation of enrolment data may amount to criminal conduct,” he stated.
The CS assured parents that genuine learners would not suffer.
“Funding will be restored immediately upon verification,” he said.
He described the move as necessary.
“We cannot continue financing phantom learners,” Ogamba remarked. “The integrity of the system must be defended.”
The Ministry will also deregister non-operational schools in accordance with the law.
“This is about restoring discipline and public confidence,” he concluded.
