MoE directs schools to admit all Grade 10 learners following presidential directive

The Ministry of Education, (MoE) has directed that all learners transitioning to Grade 10 be admitted to their assigned schools, following a directive from President William Ruto.

In a statement issued on Thursday, Cabinet Secretary for Education Julius Ogamba emphasized that no learner should be denied admission due to lack of senior school uniforms or unpaid fees.

“Senior school principals shall immediately admit all learners placed in their institutions. Learners without senior school uniforms are allowed to join in their junior school uniforms,” CS Ogamba said.

He further instructed that learners be admitted without any conditions regarding school fees adding that schools are expected to make full use of capitation funds disbursed on January 2, 2026, while providing parents and guardians with flexibility in meeting household contributions.

The CS also directed senior and junior school heads to share information on learners who were not admitted by the January 21 deadline. Sub-County Directors of Education, together with National Government Administration Officers, will work to trace these learners and ensure their prompt admission.

The Cabinet Secretary reminded the public that under the Basic Education Act, 2013, no learner should pay admission fees for public senior schools (Section 32), and no child should be denied admission to a public school (Section 34(5)). “Parents and guardians are legally obliged to present their children for admission, with failure to do so constituting an offense under Section 31 of the Act.” He said

Ogamba added that reports of non-compliance with these directives can be submitted to the nearest Education Office or National Government Administration Office as Sub-County Directors of Education collect data on learners admitted in junior school uniforms or without paying fees, and submit the information to the Ministry headquarters.
