Ministry of Education (MoE), has assured the public that preparations for the Grade 10 transition under the Competency-Based Education (CBE) system are on course, with the rollout scheduled for January 2026.
Speaking at the University of Embu during the opening of the 6th Evidence in East Africa (EE4A) Biennial Conference, Education Cabinet Secretary Julius Migos Ogamba said the government is ready to move all Grade 9 learners into the next phase of senior secondary education, despite concerns raised by school heads and education stakeholders over infrastructure, teacher training, and funding.
Ogamba dismissed fears of congestion and logistical delays. He noted that the transition to Grade 10 would be smoother than the previous shift to Grade 9, which required the construction of 23,000 classrooms.

“This time, we’re not facing the same infrastructure pressure. The spaces left by last year’s Form One cohort will accommodate Grade 10 learners,” Ogamba said. “We are committed to making this transition smooth and meaningful for every learner,”
Ogamba also confirmed that Grade 10 textbooks are being finalized and will be distributed to schools by December.
The government plans to construct 1,600 laboratories, with work beginning in September and completion targeted before the new academic year begins.
