MPs have said that Ugenya NGCDF has largely been misappropriated or reallocated to unplanned activities in the last ten financial years.
The Decentralized Funds Accounts Committee on Thursday had scrutinized the reports of the Office of Auditor General on how funds were used by the constituency between the financial years 2013/14 to 2022/2023.
The committee chaired by Mwingi Central MP Dr Gideon Mulyungi raised several audit questions from the constituency’s financial statements, revealing that the manner in which funds were used was repeatedly not for the intended purposes.
“Are these errors all genuine or there is a deliberate attempt by the fund manager to falsify government reports? Especially now that the manager has been in that office for the last ten financial years in question?” posed Stephen Mogaka.

Documents before the committee highlighted, among other issues, the use of money meant for emergency projects on other purposes, including purchase of undocumented parcels of land, and construction of classrooms and toilets with no evident documentation of having undertaken the same.
“Every issue raised here, the Fund Accounts Manager asks for more time to respond or submit annexture. This casts doubt on their readiness to appear before this committee,” stated the commitee chairperson.
The MPs were also concerned about the reported unsatisfactory implementation of projects, with the Manager reassuring the Legislators that corrections had been made on the same.
The committee called for more time to interrogate the issues around Ugenya NGCDF.
