Higher Education Principal Secretary (PS) Dr Beatrice Muganda Inyangala has announced that under the new university funding model, every student will receive at least Ksh40,000 per year for upkeep.
The amount provided for upkeep will vary based on individual student needs, with students from financially capable families receiving Ksh40,000 to cover their living expenses while attending university. The Ministry of Education will subsidize 60 per cent of education expenses.
Inyangala revealed this in a statement on Sunday, saying financial aid will be provided based on family background with varying levels of support.
The most disadvantaged students will receive the highest level of assistance, with the government covering 95 per cent of their tuition fees and providing an upkeep allowance of Ksh60,000 (approximately $250). Students from less disadvantaged backgrounds will receive 90 per cent of their tuition fees and an allowance of Ksh55, 000 (approximately $480).

“A number of variables include poverty probability index of the student’s location: safety net data: parental income: nature of sponsorship at primary and secondary level if any: if an orphaned or single parent,” Inyangala said.
Those from moderately advantaged families will have 80 per cent to 90 per cent of their tuition fees covered, along with an annual upkeep allowance ranging from Ksh45, 000 (approximately $390) to Ksh50, 000 (approximately $430).
Finally, students from financially capable families will get the lowest level of support, with the government covering 60 per cent of their school fees and providing an upkeep allowance of Ksh40,000 (approximately $350).
This strategy aligns with President William Ruto’s earlier statements, which emphasized that parental contributions are intended to ensure the sustainability of the education system.
