Education Cabinet Secretary Dr Ezekiel Machogu has asked former students whose Kenya Certificate of Secondary Education (KCSE) certificates are withheld by schools to report to the Ministry of Education or Teacher Service Commission.
The CS had appeared before the National Assembly where he responded to various questions raised by Member of Parliaments touching on his critical docket including withholding of certificates by schools.
The CS told the house that it is against the law for any institution to withhold KCSE certificates of ex- students for any reason, including non-payment of school fees.
Machogu said all candidates are by law entitled to their certificates upon release of their results when the certificates are delivered to their respective schools.
“Section 10(1) b on the Kenya National Examinations Council Act, 2012 prohibits institutions or persons from withholding KNEC certificates or diplomas from the candidate. Any reports of violations of this law should be reported to the Ministry and the Teachers Service Commission,” explained the CS.
He asked the lawmakers to report any cases where certificates have been withheld.
The CS had been put on the spot by Nakuru Town West MP Samuel Arama on why Secondary schools across the country are withholding certificates of former students on account of non-clearance of school fees.
