Kakamega Governor Fernandes Barasa has opposed a proposal to transfer the management of Early Childhood Development and Education (ECDE) centres back to the Ministry of Education (MoE).
Barasa said yesterday that the Council of Governors (COG) would strongly resist the planned move to transfer ECDE to the National Government as it went against the spirit of devolution.
He said the national government should instead be considering ceding more of their functions to county administrations for the good of Kenyans.
He said the management and development of ECDE infrastructure had been very effective under county governments than when it was in the previous dispensation.
“Recent remarks by the Education Cabinet Secretary Ezekiel Machogu that primary school head teachers would assume control of ECDE centres starting from January 2024 was ill-informed and should be strongly resisted,” said Barasa.
Speaking in Lugari Constituency when he graced the finals of a soccer tournament, the governor stated that no agreement had been reached between the State and the county governments regarding the planned transfer of ECDE to MOE.
Machogu had earlier declared the impending transition, suggesting that primary school head teachers would play a pivotal role in the oversight of ECDE facilities under the contemplated arrangement.
However, Barasa poured cold water on the intended move, arguing that such a shift in management required thorough consultations and collaboration between the two sets of government.
