Kipsang returns to familiar Education docket as PS

Dr. Belio Kipsang will be returning to the Ministry of Education as the Principal Secretary for Basic Education.

Kipsang has been nominated by President William Ruto after recommendation by the Public Service Commission (PSC). He is possibly one of several PSs who served in the previous administrations who were retained by Ruto.

The man served as the  Chief Accounting Officer at the powerful Ministry of Education for a solid eight years before being moved to the Department of Regional Development and Northern Corridor Development in a reshuffle effected by former President Uhuru Kenyatta in 2021.

Education News had predicted correctly this impending appointment through an earlier online story just after the swearing in of President Ruto.

As a relatively well experienced technocrat, Kipsang served under several cabinet secretaries, the ilk of Prof. Jacob Kaimenyi, Dr Fred Matiangi, Amb. Amina Mohammed and the immediate former CS Prof. George Magoha.

If confirmed, Kipsang will replace Dr. Julius Jwan who, coincidentally, replaced Kipsang during the reshuffle done by Uhuru.

The former was the then PS for Vocational Training and Technical Education.

Some of his achievements include: the establishment of the National Education Management Information System (NEMIS), gradual increase of capitation for learners in primary and secondary schools, waiver of examination fees, efficiency in administering national examinations, timely release of results as well as placement of students.

Others who were nominated are Esther Thaara Muhoria as PS State Department of TVET and Beatrice Inyangala as PS state department for Higher Education and Research.

The nominees’ names have been transmitted to the National assembly for consideration and approval by parliament in accordance with the public appointments (Parliamentary Approval) Act(No.33 of 2011)
