John Lekakeny Ololtuaa, the newly appointed Principal Secretary for Basic Education, is no stranger to education sector.
Before his reassignment from the State Department for Tourism, Ololtuaa built his career as a teacher, principal, education administrator, and senior government official, rising through nearly every level of the country’s education management structure.
From classroom teacher to national education leader
Born in Trans Mara West, Narok County, Ololtuaa attended God-Ngoche Primary School before joining Sosio Secondary School and later Narok High School.
He holds a Bachelor of Education (Arts) degree and a Master’s degree in Education Administration, both from Kenyatta University.

His professional journey began in 1993 as an assistant teacher before he rose to become Principal of Ennosaen Secondary School. He later joined the Ministry of Education, serving as District Education Officer in Suba, Mbita, and Bomet districts.
Extensive experience in education administration
Ololtuaa’s rise through the education ranks continued when he was appointed County Director of Education for Bomet and later Kajiado counties.
He subsequently served as Regional Director of Education in charge of Eastern, Nairobi, Rift Valley, and Central regions, making him one of the most experienced education administrators in the country.
His extensive field experience is expected to be a major asset as he takes charge of the Basic Education docket at a time when the sector is grappling with student unrest, Competency-Based Education implementation, infrastructure demands, and examination reforms.
Experience beyond education
Beyond the education sector, Ololtuaa also served in the Transition Authority during Kenya’s shift to devolved government, where he coordinated transition activities in Narok County.
He has also been actively involved in youth mentorship, anti-drug campaigns, community development initiatives, and education partnerships through programmes supported by the British Council.
Tourism docket experience
In September 2022, President William Ruto appointed him Principal Secretary for the State Department for Tourism, where he oversaw tourism promotion, policy formulation, and industry development.
During his tenure, he worked closely with tourism agencies and stakeholders in efforts to strengthen Kenya’s position as a leading tourism destination.

Expectations in the education sector
Ololtuaa now returns to a sector he knows intimately.
His appointment comes at a critical period marked by ongoing education reforms, school safety concerns, examination integrity initiatives, teacher management issues, and implementation of Competency-Based Education.
