President William Ruto has assented to the Supplementary Appropriation Bill, 2026, unlocking additional funding across key sectors, with education emerging as one of the major beneficiaries.
In the education sector, the Teachers Service Commission (TSC) has received Ksh 24.2 billion to cover salary shortfalls and insurance obligations, while universities have been allocated Ksh 3.88 billion to clear staff salary arrears. The Higher Education Loans Board (HELB) will also get Ksh 4.1 billion to strengthen student financial support.
The overall budget has increased by 9.1% from the original Ksh 4.301 trillion. Ksh 363.8 billion will go to the National Government, while Ksh 29.2 billion is allocated to Consolidated Fund Services.
Security has received the largest share of the additional funding, with Ksh 60 billion allocated for security operations and police system modernization. The State Department for Internal Security gets Ksh 11.9 billion, which includes funds for operations, system upgrades, and compensating victims of recent demonstrations.

In healthcare, Ksh 4 billion will go toward settling pending bills from the defunct NHIF, and Ksh 5.4 billion will support the doctors’ internship programme. Additional funds are also directed towards hospital upgrades and vaccine programs.
The Affordable Housing Programme has received Ksh 25 billion, while Ksh 4.5 billion will fund road projects under the Horn of Africa Gateway initiative. In agriculture, over Ksh 17 billion has been allocated, with Ksh 10 billion dedicated to the fertilizer subsidy programme to support farmers and boost food production.
To finance this expanded budget, the government plans to strengthen non-tax revenue streams, including privatization efforts. An additional Ksh 17.6 billion has been allocated to the Kenya Revenue Authority to enhance tax collection.
The revised budget aims to align national spending with emerging priorities, including security, education, healthcare, and infrastructure.
