TSC holds stakeholder forum to fine-tune CPG for teachers, CSOs

The Teachers Service Commission (TSC) has intensified efforts to reform career growth structures within the teaching profession after its chairperson, Dr. Jamleck Muturi, presided over a stakeholder engagement forum on the review of Career Progression Guidelines (CPGs) for teachers and Curriculum Support Officers (CSOs).

The engagement brought together key stakeholders in the education sector, including teachers, Curriculum Support Officers, unions and development partners, as part of a consultative process aimed at developing a more responsive and inclusive career progression framework.

The review aligns with ongoing efforts by the Commission to strengthen governance, improve human resource management and enhance professional development opportunities for educators.

Speaking during the stakeholder engagement forum at Kenya Institute of Special Education, Muturi said the review is necessary to ensure that the existing Career Progression Guidelines keep pace with evolving professional demands, emerging competencies and changing expectations within Kenya’s education sector.

He noted that the education landscape has undergone significant transformation over the years, particularly following the implementation of competency-based reforms, making it necessary to align teacher career structures with current realities and future needs.

The review is expected to examine promotion pathways, competency requirements, job descriptions, and professional growth opportunities for both teachers and Curriculum Support Officers.

The TSC chairperson reaffirmed the Commission’s commitment to inclusive stakeholder engagement, emphasizing that contributions from teachers, CSOs, unions and other education partners are critical in shaping a practical and effective framework.

“Stakeholder input is vital in ensuring that the revised Career Progression Guidelines address the needs of educators while supporting quality service delivery in the education sector,” he said.

The review comes amid growing calls from teachers and unions for reforms to promotion frameworks, with concerns having been raised over career stagnation and the need for clearer advancement pathways.

TSC has acknowledged the need to modernize the existing guidelines to reflect current educational demands and strengthen professional growth within the teaching service.

Once completed, the revised guidelines are expected to provide a more structured, competency-based, and transparent framework for career advancement, while supporting the commission’s broader goal of improving teacher motivation, performance and service delivery across the country.

On her part, acting CEO Evaline Mitei reaffirmed that the success of the Teachers Service Commission is anchored on the professionalism, dedication and competence of teachers and Curriculum Support Officers (CSOs).

She noted that the review of the Career Progression Guidelines will strengthen systems that support career growth and professional development.

The Ag. CEO emphasized that the process is consultative, bringing together teachers, CSOs and stakeholders to shape a practical and responsive framework.

Mitei underscored that the review is more than a policy update; it is a strategic investment in talent development, productivity and organisational resilience within the Commission.
