PSC promotes 63 TVET Principals

The Public Service Commission (PSC) has promoted a total of 63 TVET principals after three months of waiting, Education News can reliably confirm.

PSC CEO Dr Simon K Rotich addressed a letter dated July 6, 2022, which was received on Sep 02, 2022, to the Principal Secretary State Department for Vocational and Technical Training in the Ministry of Education Dr Margaret Mwakima urging her to take the necessary action.

“This is to inform you that the Public Service Commission has considered request for promotion of officers in the Vocational and Technical Trainers Cadre in your Ministry (State Department for Vocational and Technical Training),” reads the letter in part.

The designation of Nineteen (19) Chief Principal Vocational and Technical Trainers was upgraded CSG6/Job Group ‘R’ to CSG 5/Job Group ‘S’ to be in tandem with similar training institutions in the service.

The 19 principals will be taking home between Ksh 133,870 to Ksh 197,800 per month.

The commission has also promoted forty two (42) Principal Vocational and Technical Trainers I (CSG 7/ Job Group ‘P’) to the grade of Senior Principal Vocational and Technical Trainer (CSG 6/Job Group ‘R’).

The new appointees will be taking home between Ksh 99,900- Ksh 169,140 per month.

Furthermore, the commission promoted 2 Principal Vocational and Technical Trainers II  from CSG 8/Job Group ‘N’ to the grade of Principal Vocational and Technical Trainer I at CSG 7/ Job Group ‘P’.

The new salary for the two will range from Ksh 87, 360 to Ksh 121,430 per month.

Dr Rotich directed that trainers who were recruited by the commission and have served one year should be promoted to the next grade in accordance with existing policy and that the career progression  guidelines(CPG) should be developed to guide future growth of the TVET cadre.

He further directed that the induction programmes for the newly appointed TVET staff should be scheduled in consultation with the Commission and that Dr Mwakima should ensure that promotions for TVET trainers are handled in accordance with Section 37 of the PSC Act 2017.

Early this year,  TVET instructors asked the government to consider their promotions as they have been stuck in the same positions for years.

Speaking during a training programme held in Pride Inn Paradise Beach Resort & Spa in Mombasa in May, Kenya Association Technical Training Institutes (KATTI) Chairperson and Principal Nairobi Technical Training Institute (TTI) Mutungi Glory Kambanja expressed concern that they haven’t received any communication from the PSC since they were shifted from the Teachers Service Commission (TSC).

TVET tutors and administrators were transferred from the TSC to PSC payrolls over four years ago in a move that the government said will improve service delivery.

Mutungi asked the government to implement their Scheme of Service, saying some of their colleagues were disillusioned and unceremoniously quit service due to growing uncertainty. The scheme of service, which is different from TSC’s, was drafted after they were enlisted in the public service.

The TVET Act, 2013 does not specify guidelines for the promotion and remuneration of TVET tutors. It has not been reviewed since its signing into law.
