- PS Esther Muoria has launched a nationwide capacity-building programme for administrative staff across TVET institutions.
- The training has focused on professionalism, digitalisation, confidentiality and customer service to improve public perception of TVET institutions.
- Muoria has urged administrative officers to view themselves as institutional ambassadors and align their work with the sector’s broader transformation agenda.
Principal Secretary (PS) for Technical and Vocational Education and Training (TVET), Esther Muoria, has officially commissioned a nationwide capacity-building programme targeting office administrative officers and assistants, front office operators and office clerks.
The training programme is being implemented under the theme, “Transforming Administrative Support Services through Professionalism, Digitalisation and Customer Excellence.”
Speaking during the launch, the PS emphasised the critical role administrative staff play in shaping the public’s experience and perception of TVET institutions.
She noted that the quality of service in a TVET institution is often judged long before a trainee enters a workshop, laboratory or classroom.
It is reflected in how visitors are received, telephone calls are handled, enquiries addressed, correspondence managed and confidential information safeguarded.
Muoria said administrative officers should therefore not be viewed merely as support staff, but as ambassadors of their institutions and the Public Service.

The nationwide training programme seeks to strengthen the professional competencies of administrative personnel, with a particular focus on professionalism, confidentiality, responsiveness, digital skills and customer service.
The initiative is also aligned with the Head of Public Service’s emphasis on improving professionalism, efficiency and citizen-centred service delivery across government institutions.
The PS challenged the participants to return to their respective workplaces with a renewed commitment to creating value rather than simply completing routine tasks..
Muoria said the transformation taking place in the TVET sector must be matched by equally progressive administrative support services.

“As the Government transforms TVET, the administrative services must move with the same momentum: professional, digital, responsive, trusted and centred on excellence,” she said.
The programme is expected to equip administrative staff across TVET institutions with skills to improve service delivery and contribute more effectively to the sector’s ongoing transformation agenda.
