Economic Planning PS lauds MP in Kakamega for proper utilisation of CDF funds

The Principal Secretary (PS) of the State Department for Economic Planning under the National Treasury and Economic Planning, Boniface Makokha, has lauded Lurambi MP Bishop Titus Khamala for the proper utilisation of CDF funds in constructing modern tuition blocks.

The PS made the remarks while traversing the whole constituency during the inspection of CDF projects led by the area MP, Lurambi MP, and the team from NG-CDF, led by CEO Yusuf Mbuno and Festus Wangwe.

He disclosed that from 2020 to 2025, the national government, through the CDF, disbursed Sh. 798 Million to Lurambi Constituency to facilitate infrastructure development in schools, and has constructed learning spaces of about 536 classrooms.

Additionally,  between that year and right now, CDF disbursed bursaries to needy students close to 20,000,

PS Makokha said the CDF national officials’ team chose to inspect Lurambi CDF projects, mainly schools, because, according to the records, they are the best. There are no more than 10 per cent or 5 per cent audit queries.

“From the look at projects inspected from various schools, including Kakamega Primary School, Nabongo Ibinzo, and Matende, CDF has left a footprint, and this is the report that we need to hear so that we make decisions informed by data,” emphasised PS.

He told parents in schools that he visited that the State Department conducts follow-up on projects. However, they always base their discussions and advisories on available data.

According to his opinion on CDF, he suggested that it’s the best model that shows proper utilisation of resources in the country.

Through CDF, he is aware that they carried out the inspection exercise and will submit their report based on the evidence, including the commissioning of new classrooms at Ibinzo Primary School.

“According to the law, it gives me mileage that since  CDF is still under me, it has to be followed detainedup to ensure funds which were disbursed from the national government are well utilised,” he noted.

At the same time, Lurambi MP condemned leaders who want the government to scrap CDF, terming it a way of creating enmity with the public.

“It’s through  CDF that we have devolution in place; the fund here is touching a common member of the public, and CDF works; it’s very effective. We don’t defend it because we are MPs, but rather because we are working for the sake of posterity. Something that works must be defended  and improved,” Khamala affirmed.

Expressing gratitude at Ibinzo Primary School, as he commissioned two classrooms funded by the NG CDF, the MP revealed that a classroom at the same school had been destroyed by the wind. However, the CDF board came and built modern classrooms.

Bishop Khamala, who is also a member of the National Select Committee of CDF, thoroughly understands the bylaws of the fund and refutes claims of graft.

He distanced himself, saying it’s not easy to steal government money the way people think, pointing out that he was not involved in the construction of the new classrooms at Ibinzo Primary, but came to the commission them.
