Principals warned against taking over schools with audit queries

Embu County Director of Education (CDE) Kipruto Kosgey has warned principals who have been transferred to new work stations against taking over schools with audit queries.

Kosgey said the outgoing principals should ensure that school accounts have a certificate of balance on critical school accounts like Tuition, Operation, Boarding, Infrastructure, CDF and MPSESA accounts.

“The school fund and the money in the school accounts are public money which should be accounted for,” said Kosgey.

He also encouraged outgoing principals to hand over passwords of Kenya National Examination Council (KNEC), NEMIS and TIMIS to those taking over from them, encouraging them to familiarise themselves with data protection laws and keep all school passwords confidential.

“As Ministry of Education (MoE), we are aware that there are principals who do not know the critical passwords of the school as they have delegated that duty to teachers and support staff who sometime misuse those passwords,” said Kosgey.

He said that status reports on statutory deductions and remittances should also be handed over to the new principal, including NSSF and NSIF, and school bills such as Post Office, Electricity and water bills.

“Ensure that you update names of suppliers, the goods they supply and invoice numbers to ensure that you only hand over genuine suppliers to the new principal,” the director added.

He told new principals to ensure they see and touch everything that they are receiving from their predecessors, and this should take place within 14 days of official transfer in the presence of school auditors, CDE or Sub-county Director, TSC County Director or Sub-county Director, BoM Chair, PA Chair, and at least three other members of the BoM.

He was speaking at Waterbuck Hotel in Nakuru City during County KESSHA Conference which was also attended by Embu County Quality Assurance and Standards Officer Ngeera Kimani.
