NG-CDF establishes 61 KMTC campuses nationwide as lawmakers question approval process

The National Government Constituencies Development Fund (NG-CDF) has supported the establishment of 61 Kenya Medical Training College campuses across the country, according to a report presented to a parliamentary committee.

The Committee on NG-CDF, chaired by Musa Sirma MP Eldama Ravine, received a briefing detailing the current status of the projects.

The report, prepared by the Research Office, indicates that out of the 61 campuses, 34 are fully operational, eight are still under construction, and 19 are yet to begin operations.

Further findings show that 57 campuses representing 93.4 percent are located near Level 4 or Level 5 hospitals, which provide advanced healthcare services essential for medical training.

However, four campuses (6.6 percent) lack proximity to such facilities. Among them, Kieni KMTC Campus is the most affected, situated approximately 32 kilometres from the nearest Level 4 or Level 5 hospital.

Committee members raised concerns about the approval process undertaken by the NG-CDF Board, questioning whether sufficient due diligence was conducted before funds were allocated.

They noted that significant public resources have been invested in projects that are not yet benefiting citizens.

In response, Sirma defended the process, stating that strict vetting procedures are followed before any KMTC project is approved.

He cited a nearly completed campus in his constituency as an example, noting that the Board conducted thorough inspections prior to construction.

“We went through the KMTC vetting process, where they ascertain the availability of infrastructure, including signing a memorandum of understanding with the county government to provide lecturers,” he said.

Sirma added that the Board also engaged with donors who contributed additional facilities to the institution, emphasizing that all requirements must be met before approval is granted.
