Special Needs Education Teachers (SNET) will soon see changes in their pay after President William Ruto directed an immediate increase in their Special Allowance from Sh10,000 to Sh15,000 per month.
The directive was revealed when the President met teacher leadership on the sidelines of World Teachers' Day celebrations on Monday at Kasarani Indoor Arena. The meeting was attended by Teachers Service Commission (TSC) Chairman Dr Jamleck Muturi, acting TSC CEO Dr Evaleen Mitei, Education CS Julius Ogamba, Basic Education PS John Ololtuaa, National Assembly Education Committee Chairperson Julius Melly, and teacher unions and association leaders.
Speaking to Education News this morning, Kenya Union of Special Needs Education Teachers (KUSNET) Secretary-General James Torome confirmed that the President had directed the review of the allowance during the boardroom meeting, noting that SNE teachers had for a long time been receiving a flat rate of Sh10,000 per month.
"We got a Sh5,000 increase in special allowance, which will be adjusted for all SNE teachers with immediate effect. I had asked the President to increase it by Sh10,000 but only Sh5,000 was approved. I want to thank the President for adjusting the allowance because of the conditions and environment SNE teachers work in," - Torome said.
The increase comes alongside another boost in career mobility for SNE teachers under the revised 2026 Career Progression Guidelines (CPG), which the President confirmed will be released within two weeks. The guidelines will replace the 2018 CPG and, for the first time, bring lecturers at the Kenya Institute of Special Education (KISE) and the Kenya Institute for the Blind (KIB) on board under TSC Grades 5 to 1, while Curriculum Support Officers and SNE officers will also be onboarded for the first time under TSC Grades 3 to 1.
The revised CPG provides two career paths for SNE teachers. One allows a teacher to remain in classroom teaching and climb from Teacher 9, the lowest level, to Teacher 1, the highest. The other allows a school administrator to climb to Chief Principal or Teacher 1 while earning a facilitation allowance, with an option to return to classroom teaching at the same level and continue climbing the ladder.
