Prof Collins Odote Oloo has been reappointed as the non-executive chairperson of the Council of Legal Education (CLE) for a further three-year term, effective October 23, 2026.

The reappointment, made by President William Ruto, was published in Gazette Notice No. 16723.

Prof Odote's renewed term comes as the council continues implementing its Strategic Plan 2023–2027 and advancing reforms aimed at strengthening the regulation and quality of legal education and training in Kenya.
During his previous tenure, the council made significant strides in implementing its strategic plan, advancing regulatory reforms, strengthening quality assurance in legal education and training, and improving the administration of the Advocates Training Programme (ATP) examinations.

Among the key milestones was the development of the Draft Legal Education (Licensing and Quality Assurance) Regulations, 2026, and the Draft Legal Education (Advocates Training Programme) Regulations, 2026.

The proposed regulations were subsequently handed over to Attorney-General Dorcas Oduor for further consideration, marking an important step towards strengthening the regulatory framework governing legal education and professional training in Kenya.

The draft licensing and quality assurance regulations seek to strengthen standards for institutions offering legal education, while the proposed ATP regulations aim to provide clearer requirements for professional training and accreditation.

Focus on quality and accountability

Prof Odote's reappointment provides an opportunity to consolidate the gains made during his previous term and build on the progress achieved in advancing reforms within the sector.

His continued leadership is expected to support stronger institutional governance, deepen stakeholder collaboration and sustain efforts to enhance the quality, relevance and standards of legal education and training in Kenya.

As the council continues implementing its Strategic Plan 2023–2027, CLE remains committed to fulfilling its statutory mandate of regulating legal education and training.

The council looks forward to building on the progress achieved under Prof Odote's leadership and advancing excellence, accountability and quality assurance across the sector.
