The Ministry of Education (MoE) has directed schools to strengthen safety measures during swimming lessons and other aquatic activities following concerns over rising cases of learners drowning.
In a circular dated October 15, 2026, the State Department for Basic Education instructed regional, county and sub-county education directors to ensure that all basic education institutions comply with established water safety standards.
The directive follows concerns raised by the Kenya Lifesaving Federation over increasing incidents of learners drowning during swimming lessons and recreational aquatic activities.

Schools using swimming pools and other aquatic facilities have been ordered to carry out safety inspections and risk assessments to establish whether the facilities meet the required health and safety standards.

Swimming lessons must be conducted by properly trained, qualified and certified instructors, and qualified lifeguards must be present throughout swimming sessions to prevent accidents and respond to emergencies.

School heads have also been told to strengthen supervision and accountability during swimming lessons and recreational activities involving water. The circular warns that learners must not be left unattended in or around swimming pools and other water bodies.

Regional, county and sub-county education directors have been tasked with bringing the measures to the attention of school heads and ensuring strict compliance in their areas.
