The National Assembly has invited members of the public to participate in a Public Participation Exercise on the proposed Constitution of Kenya (Amendment) Bill No. 4 of 2025.
The bill, sponsored by Ainabkoi MP Samuel Chepkong’a and his Rarieda counterpart Otiende Amollo, seeks to enshrine the National Government Constituencies Fund (NG-CDF), the Senate Oversight Fund, and the National Government Affirmative Action Fund (NGAAF) into the Kenyan Constitution.
The establishment of the National Government Constituencies Fund in the constitution will ensure reasonable access to exclusive national government functions in all constituencies, as envisaged in Article 6(3) of the constitution, and ensure the people’s participation in the identification and implementation of priority national government programs.

The establishment of the Senate Oversight Fund in the Constitution will ensure that the Senate is adequately empowered and resourced to perform its oversight functions.
The establishment of NGAAF will also enhance the national government’s measures of affirmative action.
The public is required to attend public hearings, nationwide public participation sessions, and events taking place from Monday, May 5, to Wednesday, May 7, 2025, between 8am and 5 pm
Members of the public are encouraged to attend and share their views on the proposed amendments at their respective constituency and county offices.
The public can also present their proposals through written Representations sent to cna@parliament.go.ke constitutionamendment@parliament.go.ke, or sent to Clerk of the National Assembly, P.O Box 41842-00100, Nairobi and Hand Delivery: To the Main Parliament Buildings.
