- The Ministry of Education has directed beneficiary public primary schools to formally acknowledge receipt of infrastructure grants disbursed during the 2025/26 financial year.
- Schools have been instructed to attach Government of Kenya receipts and submit the documents through Sub-county Directors of Education for onward transmission.
- County Directors of Education have until July 30 to compile and forward both hard and soft copies to the Ministry headquarters for audit and accountability.
The Ministry of Education (MoE) has directed all beneficiary public primary schools to immediately acknowledge receipt of infrastructure grants disbursed under the 2025/26 financial year as part of efforts to strengthen accountability and track the implementation of school improvement projects.
In a circular dated July 21, 2026, Principal Secretary for Basic Education John L. Ololtuaa instructed Regional Directors of Education, County Directors of Education and Sub-county Directors of Education to ensure the exercise is completed within the prescribed timelines.
The directive applies to infrastructure grants disbursed under various funding modalities aimed at improving teaching and learning facilities in public primary schools across the country.
“The Ministry has continued to disburse infrastructure grants under various modalities for the improvement of schools teaching and learning environment.”
According to the circular, the acknowledgment exercise is intended to enhance monitoring and reporting of projects undertaken using the government funds.
“For the purpose of tracking and reporting of the projects undertaken, the recipient schools are directed to write acknowledgment letters, attaching the GoK receipt.”
The Ministry has instructed schools to submit the acknowledgment letters together with the Government of Kenya receipt to their respective Sub-county Directors of Education (SCDEs).
The SCDEs will then forward the documents to the respective County Directors of Education (CDEs) for consolidation before submission to the Ministry headquarters.
County directors given July 30 deadline
County Directors of Education have been tasked with compiling all acknowledgment letters received from schools and forwarding the complete list to the Ministry by July 30, 2026.
The submissions are required in both hard-copy and electronic formats to facilitate verification and audit.
“The CDE should compile all the acknowledgment letters and submit the list to the Headquarters not later than 30th July, 2026 in hard copies.”
In addition to the printed documents, County Directors have been directed to submit soft copies to the Ministry through the official email addresses provided in the circular in a well-labelled electronic folder.
The Principal Secretary further instructed education officers to use the attached list of beneficiary schools to oversee compliance with the directive.
“Please find the attached list of the beneficiary schools for your guidance and oversight.”

A copy of the circular was also forwarded to the Director of Schools Audit, underscoring the Ministry’s emphasis on transparency, financial accountability and proper monitoring of infrastructure projects funded by the government.
