Govt releases Ksh3380.72 per student to day schools for third term

The Ministry of Education (MoE) has released Ksh14 billion capitation monies for Free Day Secondary Education (FDSE), which when broken down comes to Ksh3380.72 per student, ending the prolonged financial crisis that threatened to disrupt operations.

In a circular copied to all County Directors of Education (CDEs), State Department for Basic Education Principal Secretary (PS) Dr. Belio Kipsang announced that the FDSE funds for third term of 2024 and the first quarter of the Financial Year 2024/25 was deposited in schools’ accounts.

The PS indicated that the allocation per student was for tuition (Ksh690) and operations (Ksh2690.72), and the enrolment data used was extracted from the National Education Management Information System (NEMIS) as at August 2, 2024 at 8.05PM.

The Ministry has also remitted Ksh58.90 and Ksh40 per learner to KICD and CEMESTEA respectively under tuition account.

The PS directed education officers to ensure all Principals acknowledge receipt of the funds by issuing official school receipts to the MoE office covering both tuition and operation accounts; and also acknowledging receipt of funds through NEMIS.

This must be accomplished within two weeks of receipt of funds failure to which further release of grants to such schools will be suspended.

Schools that fail to acknowledge the funds within the stipulated time will not be provided with FDSE funds in the subsequent disbursement.

The CDE and their Sub County Directors of Education (SCDEs) were also asked to authenticate and monitor the accuracy of enrolment data of their schools as reflected in NEMIS.
