The National Council for Persons with Disabilities (NCPWD), in collaboration with the Kenya Revenue Authority (KRA), has announced the launch of a new and updated Income Tax Exemption (ITE) System on eCitizen.
The circular was issued on Thursday, September 18, 2025, and addressed to valued clients and stakeholders.
According to the circular, the new system is part of ongoing reforms aimed at enhancing efficiency, ensuring compliance with tax regulations, and reducing the turnaround time for processing ITE. T
The Council explained that the digital system is designed to improve accuracy and provide a more seamless service experience.
The document highlights significant enhancements. Among them is “real-time check on tax compliance certificate (TCC) validity – an applicant without a valid TCC will be blocked from applying.”
The Council further emphasised the time-saving element, noting that “on recommendation by the vetting panel, generation of Income Tax Exemption Certificate will be instant.”
The reforms also tighten compliance to prevent misuse.

The notice makes it clear that “an applicant ‘Not recommended’ by the Panel after an appeal will be blocked from making a new application for a period of one year.”
In addition, the system will prevent abuse of duplicate filings: “The updated ITE system will block multiple applications for Income Tax exemption.”
To make the process lighter for applicants, the Council stated that “due to automated checks, applicants will be required to upload in .pdf format, reducing the bulkiness of required attachments.”
The system also introduces new feedback features, which the circular describes as “improved feedback capabilities.”
However, applicants with pending vetting under the old system will need to reapply. The circular clarified: “During the transition period, all persons who had made applications for Income Tax Exemption vetting and have not been vetted will be required to make fresh applications using the new system.”
The Council assured stakeholders that the changes are intended to strengthen transparency and service delivery while aligning with modern compliance standards.
