KNEC to award CBE learners dual certificates after Senior School

Learners under the Competency-Based Education (CBE) will graduate with two certificates after completing Grade 12 in a major education reform aimed at preparing them for jobs, entrepreneurship and technical careers.

The Kenya National Examinations Council (KNEC) announced that learners will receive the Kenya Certificate of Basic Education alongside an industry-recognised competency certificate showing practical skills acquired during senior school.

The new model, expected to be piloted in 2027, is part of ongoing reforms under the Competency-Based Education system that replaced the 8-4-4 curriculum.

KNEC says the second certificate will recognise competencies in areas such as technology, creative arts, sports, technical training and vocational skills aligned to industry standards.

Speaking during the 3rd Annual Educational Assessment Symposium 2026, KNEC Chief Executive Officer David Njengere said the reforms are intended to shift education from exam-based competition to practical competence and workplace readiness.

Under the system, learners’ competencies will be assessed continuously through projects, portfolios, simulations, practical learning and workplace exposure during Grades 10, 11 and 12 before final certification at the end of senior school.

The dual certification programme will apply across the three senior school pathways; STEM, Social Sciences, and Arts and Sports Science.

KNEC says the competency certificates will be aligned to the Kenya National Qualifications Framework and the Kenya Standard Classification of Occupations, giving learners qualifications recognised both locally and internationally.

The council noted that the current labour market increasingly demands technical skills, innovation, adaptability and hands-on experience, making academic grades alone insufficient.

The reform will involve collaboration between KNEC, industries, professional bodies, technical institutions and government ministries including Education, Labour, Sports and Industry.
