KEMI has launched a five-day training programme in Siaya County for primary and junior school Boards of Management to strengthen governance, legal compliance, and financial management in basic education institutions.

The training is expected to highlight persistent funding challenges facing schools, including budget deficits and delayed allocations, while also emphasizing accountability, stakeholder participation, and effective application of the Basic Education Act.
The Kenya Education Management Institute (KEMI) has launched a five-day training programme for primary and junior school Boards of Management (BOM) in Siaya County, aimed at strengthening governance, legal compliance, and financial management in basic education institutions.
The workshop which began on Monday, June 15 and runs through Friday, June 19, is designed to equip BOM members with administrative competencies to improve institutional leadership and enhance learning outcomes at the local level.
On the opening day, during a session on financial management, facilitators raised concerns over persistent budget deficits affecting many schools. They noted that delayed and inadequate funding often leaves Heads of Institutions (HOIs) without operational capital, at times forcing them to use personal funds or take on debts to sustain school activities.
“Sometimes HOIs remain with nothing and sometimes use their own money to run schools or go for debts,” facilitators observed.

Participants also received training on the legal and policy framework governing education, led by Silas Otieno, who guided a review of key provisions of the Basic Education Act, with emphasis on its practical application in school management.
The programme further underscored the importance of accountability and structured governance in improving school performance.
Speaking during the official opening, Rev. Dr. Francis Shikanda emphasized the need for inclusive stakeholder participation in decision-making processes, noting that it is central to strengthening governance systems and enhancing institutional efficiency.
KEMI Deputy Director Madam Eunice Mugambi, who heads the facilitation team, oversaw participant registration and verification for BOM members and school administrators.
She also supervised the election of session leaders, an exercise aimed at establishing order and coordination for the week-long training.
