Frustrated field officers from various counties always ask the Teachers Service Commission (TSC) to facilitate them when undertaking major exercises like teacher recruitment and Teacher Performance Appraisal Development (TPAD).
The officers, mainly Curriculum Support Officers (CSOs), openly describe how they are always compelled to spend money on what they feel is an anomaly.
The officers who spoke to Education News further wondered why the Commission’s operations differed in different regions and counties.
“I was shocked to learn that as we lament over facilitation on Toad, our colleagues in the Western region are reporting to be facilitated by their county bosses through their sub-county directors. What a difference?” wondered one CSO from the Rift Valley region.

During recruitment exercises, TSC is reported to always facilitate panellists, with allowances paid after the exercise. Shockingly, some CSOS are not facilitated, creating poor working relationships with their supervisors.
The same happens to quarterly facilitations from TSC to the 47 counties. A number of field officers reported not being aware of such facilitation.
“We humbly request TSC to crack the whip on officers who divert any allowance meant for their juniors,” said one CSO from the Rift Valley region.
Education News learnt that CSOS are the commission’s engine as they are the major data collectors and policy implementors in the field.
