Debate emerges over regional balance in replacement of outgoing TSC commissioners

A debate has emerged over regional representation in the Teachers Service Commission ahead of interviews to replace outgoing commissioners Mbage Njuguna and Leila Abdi.

A silent regional battle is emerging ahead of interviews for two vacant Teachers Service Commission (TSC) commissioner positions following the exit of commissioners Mbage Njuguna and Leila Abdi, whose six-year non-renewable terms expired on May 2, 2026.

The two exits have triggered fresh debate within education and governance circles over the long-standing but unofficial regional balancing formula used in constituting the powerful commission that oversees the country’s teaching service.

President William Ruto already declared the vacancies and appointed a selection panel in April to recruit replacements, with interviews for shortlisted candidates scheduled to run from June 2 to June 5, 2026.

A notice released by the selection panel shows that 33 candidates have been shortlisted for interviews to fill the two commissioner positions. Among those shortlisted are former KNUT Secretary General Wilson Sosion, Amb. Simon Nabukwesi, Dr. Samuel Obudho, Dr. Patrick Wakaba Mathu, Hon. Abdulaziz Ali Farah and CPA Sahara Kunow Yusuf.

Regional balancing debate emerges

Although the Constitution does not expressly allocate TSC commissioner positions on regional grounds, education stakeholders say an unwritten arrangement has historically ensured that major regions of the country are represented within the commission.

The outgoing commissioners represented Central Kenya and North Eastern regions respectively.

Mbage Njuguna was seen as the representative of the Central region while Leila Abdi represented North Eastern.

The current TSC commission is largely viewed through regional representation blocs.

Serving commissioners include Timon Oyucho from Nyanza, Nicodemus Ojuma Anyang from Western, Sharon Kahindi from the Coast, Sharon Jelagat Kisire from Rift Valley, Annceta Wafukho representing Nairobi and Salesa Adano Abudo from Eastern.

TSC Chairperson Dr. Jamleck Muturi John, who took over from Dr. Nancy Macharia Nzomo’s era of leadership transition at the commission, comes from Upper Eastern but does not officially occupy a regional commissioner slot because the chairperson position is treated separately from the eight commissioner positions.

However, insiders now say the presence of both Dr. Muturi and commissioner Salesa Adano Abudo from the broader Eastern bloc has complicated the debate over whether Central Kenya should retain Njuguna’s slot or whether the position could quietly be reassigned elsewhere.

Some observers argue that because the chairperson can come from any region, regional balancing among commissioners should remain intact, meaning Central and North Eastern should retain their positions.

Others, however, believe the panel could use the opportunity to accommodate other political and regional interests during the appointments.

Questions over representation

The unfolding debate has now placed the selection panel under intense scrutiny, with stakeholders keenly watching whether regional balance, merit or political considerations will ultimately shape the final appointments.

Questions are also emerging on whether the long-standing silent regional arrangement within the commission is gradually weakening.

The Teachers Service Commission remains one of the country’s most influential constitutional commissions, overseeing teacher recruitment, promotions, discipline, transfers and overall management of the teaching workforce.

Because of its influence over the education sector, appointments to the commission have historically attracted political and regional interest.

The interviews scheduled for June 2–5 are expected to draw significant public attention as the country waits to see whether the outgoing regional balance within the commission will be maintained or altered.
