CoG protests plans to transfer ECDE function to Education Ministry

The Council of Governors (CoG) has taken great exception to reports that the Ministry of Education (MoE) plans to take over the management of Early Childhood Education Centres (ECDE).

In a terse rejoinder dated addressed to Education Cabinet Secretary, Ezekiel Machogu, CoG chairperson, Ann Waiguru warns the Ministry that such a decision was illegal and against the violations of the current constitution.

In the letter released today, Waiguru expressed shock over such plans stating no such matter had been agreed upon by the two levels of governments and that county governments will continue to manage pre-primary education functions as provided for in the constitution.

“We are cognizant of the recommendations of the Presidential Working Party on Education Reforms however the implementation of the same should be strictly undertaken in accordance with the provisions of Article 187 of the Constitution that sets the parameters for the transfer of functions and powers between the two levels of governments” reads Waiguru’s letter.

It is worth noting that parliament suspended the implementation of the Presidential Working Party on Education Reforms (PWPER) report pending concurrence between the Ministry of Education and the Teachers Service Commission (TSC) on some contentious areas of the document.

PWPER report advocated for a comprehensive school system at basic education where pre-primary, primary and secondary levels of learning would be merged and managed as one unit.
