The Teachers Service Commission (TSC) has cleared 866 primary school teachers for deployment to Junior Schools after validating their applications and academic qualifications.
In an internal memo by Acting Commission Secretary and CEO Evaleen J. Mitei, the Commission said it had received 1,541 requests from primary school teachers seeking deployment to Junior Schools.
Of the applicants, 866 were validated and verified at the county and sub-county levels and found qualified for deployment.
The Commission has directed county, regional and sub-county directors to undertake further vetting and deploy the successful teachers in line with the prescribed guidelines.
To qualify, teachers must have active registration with the TSC, be serving as primary school teachers and not be under interdiction or undergoing disciplinary proceedings.
They must also hold at least a Diploma in Education and a minimum KCSE mean grade of C+ with C+ in two teaching subjects currently offered in the school curriculum under either the 8-4-4 or Competency-Based Curriculum systems.
Teachers with a minimum KCSE mean grade of C plain may also qualify if they hold a Diploma in Education together with a Bachelor’s degree in Education.
Those who attained a C plain and undertook a pre-university bridging course before December 31, 2015, and obtained C+ or above in two teaching subjects are also eligible.
However, holders of a Bachelor of Education (Primary Option) are not eligible for the deployment.
The Commission said only teachers who had expressed interest in deployment to Junior Schools and whose names appeared on the approved list would be considered.
The vetting process will require teachers to present original and certified copies of their degree or diploma certificates, academic transcripts, KCSE certificates, SNE qualifications where applicable, current payslips and a declaration from the head of institution confirming that they are serving in the school and are not under interdiction or disciplinary proceedings.
Posting and deployment considerations
TSC said deployment should, as much as possible, consider proximity to a teacher’s current station and the subject combination required at the receiving Junior School.
Directors have also been directed to consider gender balance, while teachers with Special Needs Education qualifications should be posted to Special Junior Schools.
The Commission said all posting, entry and exit processes will be undertaken online through its Posting, Entry/Exit Reports Module, as it no longer recognises or processes hard-copy casualty returns.
TSC’s current online services portal lists both the Teacher Posting, Entry/Exit module and the application platform for deployment of primary school teachers to Junior Schools.
The memo further outlines changes in appointment grades for some teachers as they move to Junior Schools.
Teachers at Grade B5 with Bachelor’s degrees will receive appointment letters to Grade C2, while those at B5 holding Diplomas in Education will be appointed to Grade C1.
Teachers at Grade C2 with Bachelor’s degrees who were promoted on or before September 30, 2023, will receive appointment letters to Grade C3. Grade C1 teachers with Diploma certificates who were promoted on or before the same date will be appointed to Grade C2.

The deployment exercise will be overseen by sub-county, county and regional directors, with the relevant documentation eventually submitted to TSC headquarters.
