- Mogaka said teachers should not be blamed solely when schools record poor examination results.
- He spoke during the handover of a new NG-CDF-funded bus to Nyakeore Senior School.
West Mugirango MP Steve Mogaka has apologised to school principals on behalf of leaders from the constituency following remarks by a politician who allegedly referred to teachers as “academic dwarfs”.
Mogaka said teachers are professionals who deserve respect and condemned attempts to belittle their role in society or mobilise parents against principals whose schools record poor performance in national examinations.
“Teachers do not sit for exams; theirs is to teach and direct learners on how to tackle examinations independently,” he said.
Mogaka, whom Parliament lists as the current MP for West Mugirango, was speaking at Nyakeore Senior School during the handover of a new school bus funded by the constituency’s National Government Constituencies Development Fund (NG-CDF).
Mogaka defends teachers
The MP made the remarks in the presence of secondary school principals from the constituency who had attended the ceremony.
He underscored the importance of NG-CDF, describing it as one of the most visible development funds reaching communities at the constituency level.
Mogaka said the Fund has transformed education infrastructure through the construction of classrooms, laboratories, dormitories and administration blocks, as well as the purchase of school buses such as the one delivered to Nyakeore.
The NG-CDF Board says the Fund supports education infrastructure and bursaries, alongside security infrastructure, climate-change mitigation projects and other national government functions implemented at constituency level.
Mogaka said the Fund also supports needy students through bursaries for secondary schools, colleges and universities, helping vulnerable learners remain in education.
Beyond education, he said NG-CDF supports security infrastructure, including chiefs’ offices and police posts, as well as other projects undertaken within national government functions.
He further cited youth empowerment, sports and environmental initiatives among areas that have benefited from the Fund.
The MP called on Kenyans to defend NG-CDF against efforts to scrap it, arguing that many rural schools would struggle to finance major infrastructure without the Fund.
Debate over the future of NG-CDF has continued alongside efforts to entrench the Fund in the Constitution. The Constitution of Kenya (Amendment) Bill No. 4 of 2025 seeks to constitutionally entrench NG-CDF alongside the Senate Oversight Fund and National Government Affirmative Action Fund.
Mogaka said schools such as Nyakeore would otherwise struggle to acquire buses or construct adequate classrooms.

Nyakeore Senior School recently received a new 52-seater bus fully financed through the West Mugirango NG-CDF to support learners and teachers during academic and co-curricular activities.
