- The Public Service Commission has confirmed his appointment following a competitive process that drew 34 applications for the position.
- Ongarora has previously served in the role in an acting capacity and has represented Maseno University in engagements with AMREF Health Africa and the Health Records and Information Management Board.
Maseno University has appointed Prof. David Ogoti Ongarora as its new Deputy Vice-Chancellor in charge of Administration, Finance and Development, marking a significant milestone in the career of a scholar and administrator whose professional journey at the institution spans nearly three decades.
The appointment, announced on August 27, 2026, comes almost 28 years after he joined the university as a Tutorial Fellow in 1998, and represents the culmination of a career built through steady progression rather than rapid ascent.
Prof. Ongarora’s professional journey is closely tied to Maseno University’s growth. He joined the institution in 1998 as a Tutorial Fellow and progressed through the academic ranks, becoming an Assistant Lecturer, then Lecturer, Senior Lecturer, and eventually Professor. At each stage, his career expanded beyond the classroom as he took on administrative responsibilities that exposed him to the broader workings of university management. He served as Chairman of the Department of Linguistics and later became Dean of the School of Arts and Social Sciences, a position he has held since 2017.
These roles placed him at the intersection of academic leadership and institutional administration. As a department chair, he was required to understand the needs of academics and students. As a dean, his responsibilities widened further, involving academic programmes, staff management, planning, quality assurance and institutional coordination. By the time he entered senior university management, he had accumulated experience across multiple levels of the institution.
Prof. Ongarora’s academic credentials underpin this career. He holds a Bachelor of Education (Arts), a Master of Arts in English and Linguistics and a PhD in Linguistics, with his area of specialisation being Linguistics. His academic career has involved teaching, scholarship, mentorship and engagement with students and fellow academics. The latest appointment, however, calls on a different dimension of leadership. The DVC Administration, Finance and Development docket is responsible for the institutional foundation on which the university’s academic mission depends, spanning financial management, infrastructure, human resources and development planning. The person occupying this office sits at the centre of numerous institutional processes, requiring the ability to think beyond individual departments and consider the university as an integrated system.

His appointment followed a competitive recruitment process. The Public Service Commission shortlisted Prof. Ongarora among candidates after the position attracted 34 applications, with his eventual selection reflecting both his academic standing and his accumulated leadership experience within the institution.
Prof. Ongarora did not enter the substantive DVC office without prior exposure to its demands. He had previously served in the position in an acting capacity, an experience that gave him direct involvement in senior institutional decision-making and university representation in significant engagements. In May 2026, he led Maseno University’s engagement with the Health Records and Information Management Board during an inspection associated with programme accreditation, an assignment that placed him at the centre of processes around professional standards and quality assurance in university education.
He has also represented the university in engagements involving development and health-sector partners, including AMREF Health Africa. At the 2026 ASK Kisumu National Show, he was among university leaders presenting Maseno’s work in education, research, innovation, agriculture, technology and sustainable development. These assignments reflect how his responsibilities have increasingly extended beyond his academic discipline into the broader institutional space.
Away from Maseno University, Prof. Ongarora has also built a role as a community administrator. For more than a decade, he has been associated with ScholarMedia Digital, a professional and scholarly platform bringing together academics, educationists, researchers, university leaders, journalists, entrepreneurs, policymakers and other professionals. As Principal Administrator, he has helped coordinate and moderate the community, which provides space for professional networking, intellectual discussion and debate on issues affecting Kenya, Africa and the wider world.
Amb. Elijah Nyaanga Scholarman Snr, Group CEO of Scholar Media Group Africa, described Prof. Ongarora’s appointment as a moment of pride for the wider Scholar Media fraternity. According to Amb. Nyaanga, Prof. Ongarora’s contribution to ScholarMedia Digital has extended well beyond administration, with his moderation, counsel and commitment helping to strengthen the professional community over the years. Nyaanga described the appointment as both a loss to the platform, in terms of the time Prof. Ongarora will now have available, and a gain for Maseno University and the wider higher-education sector.
Prof. Ongarora assumes the substantive position at a time when universities across Kenya face pressure to become more efficient, financially responsible, technologically responsive and competitive. Higher education institutions are expected to produce graduates equipped for a rapidly changing economy while expanding research, innovation, partnerships and community engagement, all while managing scarce resources carefully. This places significant responsibility on the Administration, Finance and Development docket, which must support institutional ambitions without compromising financial prudence or accountability.

His nearly three-decade tenure at Maseno spans changes in academic programmes, leadership structures, student populations, technology, infrastructure and the broader higher-education environment. Having served as a classroom teacher, academic leader, dean and senior administrator within the same institution, Prof. Ongarora brings institutional knowledge accumulated across each of those roles into his new office.
From a Tutorial Fellow in 1998 to Professor, department chair, dean, acting senior administrator and now substantive Deputy Vice-Chancellor, Prof. Ongarora’s rise reflects a career built through consistent, incremental responsibility rather than rapid promotion. Maseno University has entrusted him with a portfolio spanning administration, finance and development, roles central to the day-to-day functioning and long-term planning of the institution.
