The Teachers Service Commission (TSC) has finalised the July 2026 payroll, paving the way for the release of salaries to more than 400,000 teachers across the country.
The development comes amid heightened anticipation among teachers over whether the second phase of the 2025–2029 Collective Bargaining Agreement (CBA) salary increment has been incorporated into this month’s payroll.
In the 2026/27 financial year, Parliament allocated approximately Sh8.1 billion to facilitate salary enhancements for teachers across various job groups.
However, uncertainty remains over the exact implementation timeline of the increments.
Speaking in Londiani, Kericho County, Public Service Cabinet Secretary Geoffrey Ruku indicated that civil servants will begin receiving their enhanced salaries from August 1.
His remarks have raised questions among teachers over whether implementation of the second phase of the CBA will also be deferred to August.
Questions over CBA review
Last year, President William Ruto directed the Teachers Service Commission, teacher unions and officials from the Ministry of Education to establish a team to explore the possibility of compressing the implementation period of the 2025–2029 CBA from four years to two years.
However, it remains unclear whether the team was formed or whether its recommendations have been implemented.
Meanwhile, TSC has completed a review of the Career Progression Guidelines (CPG), a move aimed at addressing prolonged stagnation of teachers in the same job groups.
The Commission has already submitted the review report to the Salaries and Remuneration Commission (SRC) for consideration and feedback.

Education stakeholders have expressed optimism that the revised guidelines will create a clearer promotion pathway and enhance career growth opportunities for teachers.
Sources within the education sector indicate that teachers are likely to start receiving their July salaries from Saturday, with the latest payments expected by Monday after payroll processing and banking procedures are completed.
