- KUPPET National Chairperson Omboko Milemba says over 20,000 qualified teachers have stagnated in job groups for years.
- Milemba urges TSC to ensure fair, transparent promotions benefiting all deserving educators.
- The Gov’t has rolled out an ambitious teacher employment programme that will see the confirmation of 20,000 and 24,000 new teachers recruited to support the implementation of CBC.
The Kenya Union of Post Primary Education Teachers (KUPPET) has called on the Teachers Service Commission (TSC) to fast-track the promotion of more than 20,000 teachers who have already met the required qualifications but are yet to be promoted.
Speaking in Sotik, Bomet County, KUPPET National Chairperson Omboko Milemba said delayed promotions have taken a toll on teacher morale, with some educators having remained in the same job groups for over 15 years despite meeting promotion criteria.
“There are more than 20,000 teachers who qualify for promotion but are yet to be considered. It is only fair that they receive the career progression they have earned,” Milemba said.
He noted that the government had allocated KSh2 billion for teachers’ promotions and urged the TSC to ensure the exercise benefits all deserving teachers. “We appreciate the allocation for promotions, but the exercise must be fair and transparent. Every qualified teacher deserves an equal opportunity,” he said.

Milemba’s remarks come as the government rolls out an ambitious teacher employment programme that will see 20,000 intern teachers confirmed on permanent and pensionable terms, alongside the recruitment of another 24,000 teachers to support the implementation of the Competency-Based Curriculum (CBC).
The KUPPET chairperson also appealed to the government to establish autonomous administrative structures for Junior Secondary Schools, even as they continue operating within primary school compounds. “Junior Secondary Schools require their own management systems to enhance efficiency and improve learning outcomes,” he said.
Separately, the Teachers Service Commission has cautioned members of the public against fraudulent online recruitment advertisements purporting to offer Junior School teaching positions, amid the ongoing recruitment drive.
