The Government of Kenya has unveiled a new initiative dubbed “Digital Outsourcing Jobs for Kenya’s Youth”, aimed at expanding digital employment opportunities for young people through partnerships with international organizations and the private sector.
Speaking during the launch, Principal Secretary in the State Department for ICT and the Digital Economy, Eng. John Tanui, said the programme is aligned with Kenya’s long-term digital transformation agenda under the Digital Master Plan (2022–2032) and the Digital Economy Blueprint. The frameworks prioritize digital skills development, innovation, and youth employment.
According to Eng. Tanui, the initiative seeks to equip young Kenyans with market-driven digital skills while connecting them to global outsourcing and online work opportunities. He noted that the programme builds on existing government efforts such as Ajira Digital and Jitume Digital Hubs, which have demonstrated the growing potential of digital work in creating employment opportunities for the youth.
“The new partnerships will strengthen these efforts nationally by linking trained youth to opportunities in the global digital economy,” he said.
Digital economy
The PS added that the government is investing in digital infrastructure, innovation, and entrepreneurship to position Kenya as a trusted global hub for Information Technology and Business Services.
Youth empowerment remains at the center of the initiative, with the government targeting sustainable livelihoods for young people through digital employment. The programme will also prioritize inclusivity by integrating women, persons with disabilities, and marginalized communities into digital skills training opportunities.
Governance and digital trust
Eng. Tanui further emphasized the need for strong governance and digital trust to support responsible outsourcing practices. He assured stakeholders that the government would provide policy support, infrastructure, and governance frameworks, including data protection and Artificial Intelligence governance measures.
He also called on private sector players to expand mentorship, internship, and job placement opportunities to help young people transition into the global digital workforce.

The launch marks a major milestone in Kenya’s push for inclusive digital transformation and is expected to unlock thousands of digital job opportunities while strengthening the country’s competitiveness in the global digital economy.
