As schools across the country reopen this week, the Ministry of Education (MoE) has announced the release of Free Day Secondary Education (FDSE) funds for the second term of 2026 and the second quarter of the 2025/2026 financial year. The government has allocated Kshs. 4,766.49 per student in capitation funds.
In a comprehensive circular issued by the Ministry, key allocations have been outlined, with funds designated for various educational needs.
These include teaching and learning materials, support for capacity building through CEMASTEA’s SMASSE program, as well as funds for the maintenance and improvement of school infrastructure. Other critical areas covered by the release include personnel costs, medical insurance, co-curricular activities, and administrative expenses.
The MoE remitted, Kshs. 60 per student to CEMASTEA under the tuition account for capacity building under the Strengthening of Mathematics and Science in Secondary Education (SMASSE) program. Also Kshs. 225 per student has been retained from the operations account to support centralized co-curricular activities.
Principal Secretary of Basic Education Prof. Julius Bitok has directed all County Directors of Education to ensure that schools acknowledge the receipt of these funds within two weeks. Failure to do so will result in the suspension of further FDSE grants to such schools. Schools are expected to confirm receipt by submitting official acknowledgment within the stipulated period.

In a move to enhance accountability, the Ministry has also instructed County and Sub-County Directors of Education to verify the accuracy of student enrollment data. Any schools that receive more funds than warranted due to discrepancies in enrollment figures will be required to refund the excess amounts.
In addition to this, the Ministry emphasized that funds allocated for maintenance and improvement must be transferred from the operations account to the infrastructure account within 15 days of receipt, as per the directive of the Auditor General.
The Ministry further urged schools to promptly communicate with parents, providing the necessary guidance to ensure smooth registration of students under the Social Health Authority universal medical scheme.
The timely acknowledgment of funds and proper management of resources remain critical to ensuring the smooth running of the education system in the country as schools embark on the second term of the academic year.
The release comes just a day after the government released the Free Primary Education funds to schools, reaffirming smooth running of the Term Two session.
