The Ministry of Education (MoE) has formally authorised the Kenya Institute of Curriculum Development (KICD) to conclude the procurement of Grade 11 textbooks, paving the way for distribution ahead of the new academic cycle.
In a directive, basic education Principal Secretary Julius Bitok instructed KICD Chief Executive Officer Prof. Charles Ong’onda to notify both successful and unsuccessful bidders following the completion of the evaluation process.
“Reference is made to your letter dated March 31, 2026, on the above subject matter. Reference is also made to the Cabinet Secretary’s letter dated April 8, 2026, addressed to the Chairman of the Kenya Publishers Association. In your letter, you stated that the procurement process for Grade 11 textbooks was complete and that the only remaining stages were notification to the successful and unsuccessful bidders,” the PS noted in his communication.
Bitok emphasised that the procurement must adhere strictly to the Constitution of Kenya and the Public Procurement and Asset Disposal Act No. 33 of 2015, alongside its regulations. He further confirmed that future textbook procurement will align with recommendations from the Presidential Working Party on Education Reforms (PWPER).

The announcement comes as the Ministry reports significant progress in textbook distribution at lower levels. According to Bitok, 99 per cent of Grade 10 textbooks have already been delivered nationwide under the one-learner-one-textbook policy. He added that over 23,000 classrooms have been constructed in the past three years, creating approximately 1.1 million additional learner spaces.
This expansion has been achieved through collaboration between the national government, the National Government Constituencies Development Fund (NG-CDF), county governments, and parents.
