The Ministry of Education (MoE) has announced vacancies for chairpersons and members of university councils, setting strict academic thresholds that applicants must meet to qualify for the roles.
In a notice signed by the Principal Secretary for Higher Education, the government is seeking candidates with earned academic qualifications, with an earned PhD mandatory for chairpersons and an earned master’s degree for council members. The ministry explicitly ruled out executive master’s degrees, tightening the criteria in a move seen as raising the bar for governance in public universities.
The recruitment, which closes on April 27, 2026, targets individuals with proven leadership and management experience who also meet Chapter Six integrity requirements.

Applicants face further restrictions, with public servants, university faculty, and current council members barred from applying, conditions that significantly narrow the field.
Shortlisted candidates will be required to present academic and professional documents, while successful applicants must pass rigorous vetting, including clearance from EACC, KRA, HELB, and credit reference bureaus.
The ministry says successful candidates will be deployed across universities nationwide, with consideration for diversity in skills, regional, and balance.
