TSC reviews CPG guidelines to boost teachers’ career mobility

The Teachers Service Commission (TSC) has initiated a review of the Career Progression Guidelines (CPG) to enhance career mobility for teachers across various job groups.

Speaking at the inaugural Elgeyo Marakwet education conference in Iten, TSC Acting CEO Eveleen Mitei confirmed that stakeholders are meeting in Embu to address challenges arising from the implementation of the guidelines since 2018.

Mitei said the commission undertook the review in line with changes in the education sector following the implementation of competency-based education and addressing challenges facing teachers, adding that the current framework has been overtaken by developments in the education sector.

“The review aims to align the teaching profession with the Competency-Based Education (CBE) framework,” Mitei said.

Underscoring the need for a motivated teaching force, Mitei hinted at a deal that will benefit teachers in the lower cadres of job groups who, for long, have stagnated in one job group.

It is expected that the review will involve abolishing certain jobs and introducing a common cadre grade.

Under the revised guidelines, teachers in job groups C1 to C3 can expect automatic promotions after every three years, while administrative grades will be subject to interviews.

The move is expected to provide clarity on career progression paths for teachers and address concerns raised by educators.

“The review will ensure that teachers have a clear path for career advancement,” Mitei said. “We are committed to supporting teachers’ professional growth.”

The TSC is engaging with stakeholders to ensure the revised guidelines meet the needs of educators and the education sector.

According to a proposal tabled in the Embu meeting seen by Education news, primary school teachers will enter service in Job group C1 and move automatically to grade C3, while the secondary counterparts begin at Job group C2, moving automatically to C4.

On administrative placement, senior teachers and school heads will be placed on C5 to D5.
