As the transition from Grade 9 to Grade 10 under the Competency-Based Education (CBE) system continues, parents whose children require a change of placement have been advised to follow a structured digital transfer process managed through Junior Schools.
The official placement system guide issued to Junior Secondary School (JSS) heads states that all placement change requests must be initiated and submitted by the Head of Institution (HOI) using the Ministry of Education’s placement portal.
Parents cannot make transfer requests directly.
Instead, they must work through their child’s JSS to ensure accuracy, accountability, and compliance with national placement guidelines.
Accessing the placement system
To begin the process, the Junior School Head must open a web browser and visit the Ministry’s placement website.
The HOI is required to log in on the landing page using the JSS selection username and password, then enter a system-generated verification code.
Once logged in, the Head of Institution is directed to the system’s homepage, where the “Request Transfers” option is available on the left-hand sidebar.
Selecting this option displays a list of all learners in the school and the Senior Schools to which they have been placed.
Selecting the learner and transfer details
The HOI then selects the learner whose placement is to be reviewed and proceeds to the next stage of the request. At this point, the system requires the school to specify whether the transfer is to a public or a private Senior School.
HoI is also required to give a valid reason for the transfer of the learner, ensuring that all requests are justified and traceable within the system.
Pathway and subject combination selection
After stating the reason for transfer, the system prompts the HOI to select the learner’s Senior School pathway, in line with the CBE structure.
These pathways align with the learner’s demonstrated competencies and career interests.
The following step is to select the subject combination relevant to the chosen pathway.
This ensures that any requested transfer aligns with both the learner’s ability and the receiving school’s academic offerings.
Choosing and confirming the new school
Once the subject combination and pathway are selected, the system then displays a list of Senior Schools with available slots that match the learner’s profile.
The HOI then selects the preferred school and proceeds to a confirmation page.

At the final stage, the HoI must review and confirm all transfer details before submitting the request.
The transfer request is then logged into the system for processing upon submission.
All approved transfers must be processed within the system, and only schools reflected in the portal as having available capacity can receive additional learners.
Parents have been asked to engage calmly with Junior School heads and to follow the established procedure.
The Ministry has said that the placement system is designed to balance learner preference with performance, pathway suitability, and available school capacity.
