Two Senior Deputy Directors at the Human Resource Management and Development (HRMD) directorate have been transferred from the Teachers Service Commission (TSC) headquarters to the field under unclear circumstances.
Salome Mwiti has been deployed to the Rift Valley TSC Regional Director’s office in what is perceived in many quarters as a demotion.
Education News has learnt that Mwiti and the TSC Rift Valley Regional Director Alex Cheruiyot who is supposed to supervise her are in job group R raising the question of how the Regional Director will supervise a colleague who is in equal ranks with him.
Field Officers working in the Nakuru’s TSC offices who spoke to this newspaper said that Mwiti is a frustrated figure who is yet to get the proper assignment of duties.
It is important to note also that Cheruiyot himself is still relatively new at the station having been transferred from the Eastern region barely two months ago. Cheruiyot had swapped places with his counterpart Adow Bardad, who is now based in Embu in Eastern Kenya.
Similarly, Miriam Kosgei, who has also been a Senior Deputy Director at the HRMD which is headed by Dr. Julius Olayo; has been transferred to Trans-Nzoia as a Deputy Director which is equally viewed to be a demotion within TSC ranks.
This is not the first time TSC is sending the senior officers at the headquarters to the field. Most staff at the Commission believes that this kind of deployment is the latest form of punishment for officers perceived to have gone off the rail.
In March this year, Joseph Mugelle who was the acting head of staffing was deployed as the TSC Western Regional Director, replacing Ms. Lilian Wachira who is now occupying Mugelle’s previous position.
Before deployment, Mugelle was a Deputy Director in Staffing who at one point acted as the head of staffing pending the appointment of a substantive holder after the departure of Rita Wahome.
Another senior officer who was affected was Caroline Nandi who was also a senior official at the Staffing department. She was also deployed to the field during the March 2023 changes and was posted as new Deputy Director in Siaya County replacing Joe Atwoto who was promoted to full director and sent to Maralal as the new Samburu TSC boss.
