Some Garissa MCAs led by Holugho MCA Adow Mohamed have rejected the scholarship budget committee, claiming that due process for unknown reasons was not followed in setting it up.
Speaking to the press at the Garissa Assembly Chambers, Mohamed urged the relevant authorities to relook into the issue.
He reiterated that according to the law, the scholarship bursary committee established by the county assembly should have a bursary fund account.
“The county finance executive is supposed to nominate the members and forward their names to the clerk’s, office, where they are supposed to be published and the nominees subjected for subsequent vetting , and approval by the house,” he said .
He added the Act further states that the names of the nominees should be based on the different sub counties they represent.
“Unfortunately by commission or omission all that didn’t happen,’’ said Mohamed.
He said the process from both the executive’s side of the assembly was not dully followed.
“Adding insult to injury there was no public participation on the committee members selection and their qualification standards remain unknown,’’ said Mohamed.
He said the earlier the right procedure was followed the better because many parents are facing a biting drought and the scholarship will be of great help to them.
