Education Cabinet Secretary Julius Ogamba has said that the government is reorienting higher education and technical training to drive socio-economic transformation by linking learning with innovation, industrial growth, and job creation.
He noted that ongoing reforms in universities and Technical and Vocational Education and Training (TVET) institutions are aligned with the Bottom-up Economic Transformation Agenda (BETA) and the Competency-Based Education (CBE) model, positioning them as engines of economic growth rather than mere centres of academic learning.
Speaking during the Partnership for Skills in Applied Sciences, Engineering, and Technology (PASET) High-Level Policy Dialogue in Nairobi, Ogamba noted that the reforms seek to make universities and colleges key contributors to Kenya’s industrialization agenda.
“Universities must strengthen their industry linkages, commercialize research, and develop curricula that respond directly to labour market demands,” said CS Ogamba.

The reforms also call for a shift from traditional degree-focused education to competency-based and demand-driven training, preparing graduates who can solve real-world problems.
Ogamba acknowledged that while university enrolment has grown rapidly over the past decade, the system has struggled with quality, infrastructure, and skills mismatch, challenges the government now aims to address through investment and oversight.
Through these ongoing reforms, the Ministry of Education aims to create a robust ecosystem where universities, TVETs, and research institutions work together to drive Kenya’s industrial and technological transformation.
With a renewed focus on skills development, innovation, and employability, the education sector is being positioned as a cornerstone of the country’s long-term growth under the BETA and CBE frameworks.
