All Technical and Vocational Education and Training (TVET) principals have been warned on delaying the implementation of the Recognition of Prior Learning (RPL) programs.
Speaking at the Kisumu National Polytechnic where he launched training for RPL practitioners, TVET Director Dr. Meshack Opwora said that TVET principals will in future be graded according to how they implement recognition of prior learning programs.
Dr. Opwora warned that those who drag their feet in implementing RPL will be downgraded.
“The government intends to make all TVET institutions in the country as assessment centers. RPL has been recognized as way of formalizing the informal sector in the country,” he said.
Opwora also asserted that the program is at the moment being implemented through collaboration between stakeholders such as partners and government agencies adding that the sole purpose is to design a model that addresses needs of the informal sector moving forward.

“Inclusivity must be at the heart of everything as the government attempts to make RPL a key cog in its bottom up economic transformation agenda, in doing so, practitioners in the Jua kali industry will be empowered to enable them recognize their skills,” he said.
He further said that RPL also allow inclusivity to validate skills acquired through life long prior learning, empowers those who have been disadvantaged earlier in life.
“The government is out to map the informal sector and must build a robust ecosystem to support and implement RPL effectively.” Dr Opwora said.
He disclosed that the government will Increase the number of RPL practioners to 7000 by December 2025, adding that RPL qualifiers will also be incorporated into the affordable housing projects as the government also strengthens TVETS in implementing government projects.
Opwora added that there is need to equip technician noting that RPL will enable technicians validate their crafts, promotes accessibility into the job market.

Earlier Opwora announced that the recognition of prior learning implementing committee for Lake Region has now been official launched.
The committee was launched at the Kisumu National polytechnic during a training session for RPL practitioners.
It was presided over by who praised the work being done by the informal sector in the development of the sector.
RPL director Stanley Maindi who was there said more students are now applying for TVET courses.
