Technical and vocational training institutions across the country have been directed to nominate staff members to serve as Assessment Centre Coordinators under the TVET Curriculum Development, Assessment and Certification Council (TVET CDACC).
In a circular dated February 2, 2026, TVET CDACC said the move is aimed at improving the coordination and delivery of assessment services in accredited institutions implementing competency-based education and training (CBET).
The directive applies to national polytechnics, technical training institutes, technical and vocational colleges, private colleges, vocational training centres, and universities offering CBET programmes.
According to the Council, the nominated officer will act as the main link between the institution and TVET CDACC on all assessment-related processes. The coordinator will be responsible for overseeing compliance, receiving guidance from the council and ensuring proper implementation of assessment procedures.

TVET CDACC noted that institutions with more than 400 candidates must appoint a dedicated Assessment Centre Coordinator. For institutions with fewer than 400 candidates, the Assessment Centre Officer may take up the role.
The council outlined strict requirements for the nomination. The officer must be a permanent public service commission employee in public institutions, while private institutions may nominate a permanent or contract staff member. The nominee must also meet integrity standards outlined in Chapter Six of the Constitution and demonstrate high levels of professionalism.
Institutions have been asked to submit the full details of the nominated officer, including their name, national ID number, email address and phone number, through an official communication addressed to TVET CDACC by February 5.

TVET CDACC added that the nominated coordinators will undergo continuous training on assessment processes and guidelines. They will also be required to sign commitment documents pledging to uphold integrity and accountability in the coordination of assessment activities.
The council said the new arrangement is expected to streamline assessment operations and enhance credibility in the certification process.
TVET CDACC Secretary Kisilu M. Kitainge urged institutions to comply within the set timelines, noting that the success of CBET depends heavily on proper assessment systems.
