All Technical and Vocational Education and Training (TVET) institutions have been directed to conduct mandatory capacity-building workshops to address persistent gaps in the implementation of Competency-Based Education and Training (CBET).
In a memo to TVET heads, Principal Secretary Dr. Esther Muoria said institutions must organize at least a two-day workshop for all trainers within the current academic term.
The training will focus on industry linkages, standardized assessment, digital Portfolios of Evidence (PoE), and improved planning and documentation.
The directive follows multiple monitoring exercises in 2025, which revealed ongoing trainer capacity gaps, despite previous CBET and modular curriculum trainings.
While learner skills acquisition has improved, especially under the Modular CBET curriculum, systemic weaknesses remain.
Key challenges identified include limited industry involvement, poor preparation of training documents, non-alignment with modular schedules, inconsistent competency-based assessments at Levels 3 and 4, and low adoption of digital PoE systems.

The ministry said the workshops are aimed at strengthening trainer competence and safeguarding the quality and relevance of CBET delivery nationwide.
To ensure the workshop is effective and aligned with national CBET standards, the institution is requested to formally request the Director of the CBET Delivery Unit through the office of the Principal Secretary of TVET to dispatch two expert facilitators to conduct and guide this essential workshop.
Institutions that have already organized such training need not repeat; moreover, they are required to send a report of the workshop to the Director CBET for formal acknowledgement.
